NOTICE OF INTENT TO RENEW
Title V Operating Permit

Administrative Order 2021-25 Public Information Session
Notice is hereby given, pursuant to NJSA 13:1D-157 and the New Jersey Department of
Environmental Protection (NJDEP) Administrative Order 2021-25 (AO 2021-25), that Bayside and
Southern State Prisons, located at Route 47, Leesburg (Maurice River Township) NJ, intends to
renew its Title V operating permit.
Bayside and Southern State Prisons, as a result of the potential levels of oxides of nitrogen (NOx)
emitted, Bayside and Southern State Prisons is a major stationary source as defined in Title I, Part D
of the Clean Air Act Amendments. The facility is therefore subject to the Title V permitting
requirements adopted in NJAC 7:27 Subchapter 22.
The proposed Title V Operating Permit Renewal does not request any modifications to the facility’s
existing Title V permit. The current Title V Permit No. 210001 was issued on December 7,
2021. Upon final approval, the permit will be renewed for an additional five (5) years from the
current expiration date. Additional information on the proposal will be made available during the

Pursuant to AO 2021-25, a public information session will be held on Tuesday, July 12, 2022 at 6:30 pm to 8:30 pm at the
Maurice River Township Municipal Building. The information session will be held via Microsoft
TEAMS and can be accessed via this webpage:
Concurrent with this notice, Richard Cestone of Remington & Vernick Engineers will accept public comments on the proposed Title V
renewal for a sixty-day period starting on June 13, 2022 and concluding on August 12, 2022. Comments
can be submitted via electronic mail to DOC_PublicComment@doc.nj.gov or via United States Postal Service to:
